During election time, billion dollars can determine far more in politics than all the the shouting and placard-waving and brass bands combined. 

And one can only imagine the economic and political pressures that are brought to bear on candidate seeking pubic office- pressures and commitments to make sure, if elected, the new president (or Prime Minister) will make the "correct" appointments, not only to the Fed Reserve Board, but also to the supreme court, cabinet, government agencies, etc. 

This is the reason why, through the years administrations change, party labels change, but major policies do not.
